The main priority of applied rules - development of universal, sports system full contact fight, strengthening of health of youth and preparation for service in armed forces.

In this connection developers put before themselves following problems: to eliminate all reserves of a duel and to allow fighters to prove as much as possible. To pull together a sports duel with real fight, on as much as possible to simplify rules. To make refereeing opened and clear. To provide safety of duels, forbidding only the receptions which are hazardous to health.

Section 1. The characteristic and ways of carrying out of competitions.

1. The characteristic of competitions:
   1. Competitions share on:
      �) personal; �) command; �) personally-command; �) classification.
   2. The characteristic of competitions and additional data are defined by regulations about competitions.
   3. In personal competitions personal results and places of participants are defined only.
   4. In command competitions of a team} meet with each other and places of teams are defined only.
   5. In personally-command competitions are defined both personal and command places of participants.
   6. In classification competitions results are considered for increase or acknowledgement of sports qualification.
2. Way of carrying out of competitions:
   1. Competitions are spent on Olympic system (out after one defeat).
   2. The Sequence of meetings is defined lottery in each weight category.
   3. Competitions are divided into a preliminary and final part.
   4. At absence of victories prize-winning places are not appropriated.
3. Definition of command superiority
   1. Command superiority is defined on a lot of prize-winning places.
   2. In case of equality of prize-winning places, command places are defined on a lot of the first, behind that of the second places. In case of equality of these parameters, advantage gives a lot of clean victories, and over their equality - a lot of technical glasses at members of teams.

Section 2. Participants of competitions.

1. Age groups of participants:
   1. Younger young men of 8-11 years.
   2. Young men of 12-15 years.
   3. Juniors 16-18 years.
   4. Adults of 19 years also are more senior.
      (the age is defined at date of credentials committee)
2. Weight categories:
   1. Younger young men of 8-11 years up to 26, 30, 34, 38, +38 kg.
   2. Young men of 12-15 years up to 35, 40, 45, 50, 55, 60, 65, +65 kg.
   3. Juniors 16-18 years up to 50, 55, 60, 65, 70, 75, 80, +80 kg.
   4. Adults of 19 years also are more senior up to 60, 65, 70, 75, 80, 85, +85 kg.
3. Duration of duels:
   1. Younger young men - 1,5 minutes (the ending of 2 minutes)
   2. Young men - 2 minutes (the ending of 3 minutes)
   3. Juniors - 3 minutes (the ending of 4 minutes)
   4. Adult - 4 minutes (the ending of 5 minutes)
   5. Time of absolute duels can be increased and it is underlined separately in position.
4. Weighing ����������:
   1. The Order and time of weighing of participants is defined in position.
   2. Weighing is spent with the brigade of judges appointed by the main thing judge.
   3. All participants of competitions should be weighed on one weights.
   4. At weighing the participant shows the passport; for younger young men and the young men who are not having the passports - the birth certificate and the document (the information with a photo certified by a press) proving identity and a personal insurance policy.
   5. Participants are weighed in swimming trunks.
   6. Up to the end of weighing “calculation” and repeated weighing is authorized to participants.
   7. The Participants who have not was on weighing, after its termination are not supposed to competitions.
5. The admission to competitions:
   1. The Admission of participants is carried out by credentials committee.
   2. The Application of the established form (section 10 �Documents of competitions� p. 20) is assured by the signature and a press of the head of the sending organization, a press of the doctor and the signature of the trainer or the representative of a team, opposite to a surname of the sportsman should be specified its trainer. The applications written by hand, are not accepted.
   3. At the admission of the participant of younger age group to duels of more adult group the additional sanction is necessary: parents, the doctor, the trainer and the main thing of the judge of competitions.
   4. In case of non complete documents the participant is not supposed to competitions.
   5. In case of obvious discrepancy of age specified in documents and appearance of the participant, the participant is not supposed to competitions.
   6. The sportsmen specified in one application are considered as the Team.
   7. Doubling of weights in the application (in a team) is forbidden, except for cases stipulated in position.
   8. Additional conditions of the admission and the list of necessary documents stipulate in position.
6. Transition of sportsmen in teams of other countries, federations (regions), in system FCF:
   1. In system FCF transition of the sportsman of one state in a {team of another of the states and as, transition of sportsmen, within the limits of one country, in teams of other federations, or other regions, is authorized only on the basis of the contract concluded between national (accordingly, regional) federations (branches) FCF.
   2. The given contract consists not less, than for one month prior to the beginning of competitions.
   3. The application for inclusion of the sportsman of one state in a team of other state (region) moves to the main thing to the judge (with the appendix of a copy of the contract) not later than for 20 days prior to the beginning of competitions.
   4. The team which has included in the structure of the foreign sportsman (the sportsman from other region, federation), should pay for it to the international federation FCF (accordingly, to national branch) a payment from 20 up to 50 starting payments, depending on qualification of the sportsman and a level of competitions. Management FCF can subcontract these powers to the federation (branch) spending competitions.
   5. The team, which structure includes sportsmen of other states (accordingly, other regions, federations), should bring the double starting payment for all sportsmen.
   6. At transition of the sportsman in a foreign team, with acceptance of citizenship (accordingly, from one regional branch (federation) in another) on it items of the given position in case it, earlier, was not a part of combined teams of other countries (regions) do not extend.
   7. The given position extends on competitions of all levels and can be added or changed by the conclusion of contracts between federations with participation of management IF FCF.
7. Toss-up:
   1. Toss-up it is spent at once upon termination of weighing.
   2. Representatives are offered to be present and participate in toss-up.
   3. Toss-up it is spent by a method of an any choice of tickets with numbers.
   4. Surnames of participants in each weight refer to in that order in which they are entered in the minutes weighings, then number which is brought in the column opposite to the read surname is pulled out.
   5. Participants are reduced in pairs according to appropriated{given} numbers: the first with the second, the third with the fourth and etc.
   6. The Participant, remained free, in a following circle meets the winner of the first pair.
   7. After the termination toss-up pairs do not vary!
8. The participant of competitions is obliged:
   1. To have tidy appearance, it is short cut nails and an accurate hairdress.
   2. To pass credentials committee.
   3. The Nobility and strictly to observe rules, position and the program of competitions.
   4. To carry out all requirements of judges.
   5. To welcome the contender hand shake before and after a duel.
   6. To be polite in relation to participants, judges, spectators.
9. The participant of competitions has the right:
   1. Through the representative to address to a judiciary board.
   2. In due time to receive the information on a course of competitions.
   3. To use during one fight technical time (in the sum up to 3 mines) if has not admitted other infringements of rules.
   4. To pass the instructing spent by the main thing judge.
10. It is forbidden to the participant:
    1. On a straight line to address to judges (not through the representative).
    2. To refuse to welcome the contender hand shake.
    3. To show not respect for judges, the opponent and its representatives.
    4. To use extraneous symbolics and inscriptions on a kimono and equipment.
11. Suit of the participant:
    1. Pure, white, standard kimono (on growth); gloves for hand-to-hand fight; protective overlays on legs - the soft, extinguishing impacts closing rise up to fingers (overlays type to use it is forbidden, except for a subgroup of 8-11 years); a protective bowl (under a kimono). Use of the red and dark blue kimono conterminous with color of a belt of the sportsman, according to the report of competitions is supposed.
    2. Stripes on a kimono:
       on jacket:
       • on the left party (near heart) - round trade mark IF FCF (branches);
       • on the right sleeve horizontally - general sponsor IF FCF;
       • on a back at a level blade, it is horizontal - the name (abbreviation) of the country.
       • on the right party of a breast - a national flag.
       • on the left sleeve and at the bottom edges of a jacket (a forward and lateral part) - sponsors of teams.

       on trousers:

       • on an external lateral part of the left hip - a trade mark or abbreviation IF FCF (branches);
       • on an external lateral part of the right hip - vertically a trade mark of general sponsor IF FCF;
       • on both comb below the specified trade marks - trade marks of sponsors of teams.

       on belt:

       • on one end of a belt abbreviation IF FCF, red color should be placed.
    3. At national competitions and below trade marks of regional branches, at the international competitions trade marks of national branches are used. In the countries and regions where branches are absent, trade mark IF FCF is used.
    4. Gloves and protective cover at both opponents should be identical on rigidity. The sizes of gloves for age groups: young men of 8-15 years - S (6 ounces), juniors 16-18 years - M (8 ounces), adults of 19 years also are more senior - L (10 ounces), are checked on a carpet.
    5. The team should have, dark blue and red belts, dark blue and red gloves and protective cover. The participant caused on a carpet first, ties a red belt and dresses red gloves and protective cover.
    6. The participant is forbidden to have on itself rings, bracelets, hours, chains, a vest, a T-short and so forth
12. Duties of the representative of a team:
    1. The representative of a team is the intermediary between a judiciary board and members of a team.
    2. The representative of a team is obliged: to pass a seminar and the nobility corrected competitions, correctly to make out and in due time to make an application on participation in competitions. The representative should be present at meetings and inform participants on decisions of judges, provide duly participants on duels, be in a judiciary board under the first requirement of judges.
    3. The representative bears the personal responsibility for observance by participants of rules of competitions, positions and ethics of behaviour of sportsmen.
    4. Before a duel, on demand of the judge, the representative is obliged to give to the senior to the judge of a carpet the document of the participant proving its identity.
    5. The organizations, sportsmen and the representatives of teams convicted of forgery of documents, are disqualified and in the further to actions IF FCF are not supposed.
    6. If the sportsman, as a result of infringement of rules or accident, has harmed health of the opponent, the responsibility for consequences is born by its representative and the sending organization.
    7. The representative is obliged to stop not sports behaviour of the participant.
13. The representative has the right:
    1. To be present at weighing and ballot.
    2. To receive the information on all questions of carrying out and results of competitions.
    3. To submit reasonable protests by results of duels (in case of infringement of rules, with the instruction of concrete item).
    4. To carry out duties (or to appoint) the second.
14. It is forbidden to the representative:
    1. To interfere with work of a judiciary board and organizers of competitions, to give the estimations to an event on a carpet, to argue with judges.
    2. To be simultaneously the representative and judge.
    3. To show disrespect for judges, organizers and participants of competitions, to encourage (to not stop) the disrespectful attitude to them from participants.
    4. In case the representative of a team stops sports behaviour of the participant, the main judge has the right to disqualify all team
15. The second:
    1. The second should be during a duel near to a carpet, from the sportsman.
    2. The second should have a tidy appearance, is dressed in the sports form or a kimono. It is forbidden to leave on a carpet in shorts, slippers, headdresses.
    3. The second in due time accompanies with the sportsman to a place of carrying out of fight and back, to the doctor, helps to fix equipment (from the sanction of the referee).
    4. The second is forbidden to assist to the sportsman during the compelled stop of a duel (to wipe off water to brush away with a towel and etc.).
    5. The second is forbidden to show disrespect for judges, organizers and participants of competitions, to encourage (to not stop) the disrespectful attitude to them from participants.
    6. The second has the right to stop fight if considers, that its sportsman not in a condition to continue a duel, emission of a towel on a carpet.

Section 3. The contents full contact fight.

1. Technics of fight:
   1. In full contact fight is authorized to apply impacts by hands, legs{foots} and descent in full force (with an investment of weight of a body), throws, cuttings, pushes, painful and suffocating receptions.
2. Technical requirements to drawing impacts:
   1. Impacts casually, not in full force, impacts, through protection, impacts in which the weight of a body (without amplitude is not enclosed and turn of a shoulder) are not set off.
   2. Clean, peak impact by a hand if it is put above a belt by a shock part of a glove with the maximal turn of a shoulder (except for impacts in a throat) Is set off.
   3. The clean, peak kick if it is put above a belt of the contender (except for impacts in a throat) Is set off.
   4. Clean, peak impact by a knee in the case Is set off.
   5. It is authorized to make impacts by hands, legs and descents from any position: after throws, cuttings, pushes, at falling, in a rack and in an orchestra. Thus all impacts should correspond to requirements of rules.
   6. “Law’s” Impacts, in an external (lateral) part of a leg, are resolved, but not estimated (in case of a painful shock after “Law”, the account opens and is set off knockdown or a knockout).
   7. Impacts with capture by hands of clothes of the opponent are resolved.
3. Technical requirements to performance of throws, pushes and cuttings:
   1. The throw considers action of the sportsman as a result of which the opponent loses balance and falls with breakaway both legs from a floor and impact about a carpet a back or shoulders.
   2. Throws are carried out without falling and in falling.
   3. Turning in a prone position are not estimated.
   4. At throws from an orchestra the sportsman should lift the opponent highly enough for appreciable impact about a floor.
   5. The push considers any action of the sportsman as a result of which the opponent falls or concerns a carpet with any part of a body except for a foot of legs.
   6. If as a result of a push the opponent falls on a back with breakaway both legs{foots} from a floor - the push is estimated, as a throw on a back - in 2 points.
   7. (any knockings down of the opponent from legs) should not have Throws and pushes casual character, they should be the intelligent, visible part of attack and to give advantage attacking. On an example, throws and pushes after which attacking itself it has appeared under the opponent or in any other not favourable position are not estimated.
   8. Cutting considers a lateral kick on a shin of the opponent. Cutting is considered executed if it has led to loss of balance (to falling or a contact of a floor any part of a body, except for a foot of legs).
4. Technical requirements to performance of painful and suffocating receptions:
   1. Painful reception considers capture of a hand or a leg of the contender which allows to start: fold or rotation of joints, infringement of sinews, muscles also compels the contender, in order to prevent a trauma, to recognize itself won.
   2. Suffocating reception considers infringement, squeezing of a neck of the opponent.
   3. Suffocating receptions are spent by a top of a jacket, a shoulder, a forearm, a shin, a knee linked by legs, a foot.
   4. Mutual and not effective painful and suffocating receptions stop, and sportsmen come back in a rack.
5. Carrying out attain, painful or suffocating reception should be stopped:
   1. At refusal of the opponent, the second or the representative of continuation of a duel (any claps on a floor, on a body of the opponent, any signals a voice, ejection of a towel and etc).
   2. Painful reception stops, as soon as contenders will accept the position doing the further carrying out of painful reception not effective, or after 20 seconds from the beginning of reception.
   3. In case of the termination of resistance of the opponent at it{him} exact or suffocation - the referee stops a duel and begins readout: �) if the sportsman who has stopped resistance, at account � 8 � has risen in a fighting rack, to it is awarded �knockdown� - 3 points to the opponent. �) if the sportsman who has stopped resistance, at account � 9 � has not accepted a fighting rack, the referee declares “knockout” and awards to the opponent a clean victory.
   4. If, during finishing in an parter, the referee is forced to stop action because of affinity of border of a carpet, sportsmen are translated in the center of a platform and come back in position in which the duel has been interrupted.
6. Infringements of rules:
   1. Impacts in a throat.
   2. Impacts in a groin (in the case below a belt).
   3. Impacts �low� in an internal part of a hip.
   4. Impacts by a knee in a head.
   5. Impacts by a head, an elbow.
   6. Impacts by the open or back part of a glove, an edge of a palm, a forearm - in a head.
   7. Uncontrollable impacts (apply blindly, having turned away).
   8. Conducting fight up to a team “Fight” and after a team �Stop!�.
   9. Captures for fingers on hands and legs of the opponent, captures for ears and stings.
   10. Captures for a neck fingers.
   11. Painful receptions on a brush.
   12. Painful receptions on a backbone.
   13. the Clip or pressure a palm, fingers, a forearm on a mouth, eyes and a nose of the opponent.
   14. Dangerous movements by a head (threat of impact by a head).
   15. the Combination of painful reception to a throw.
   16. Exact from a rack of the laying opponent a heel from above (stamping impact).
   17. �Delay on a duel after a call of pair or use of technical time in the sum more than 3 minutes, for everyone 1 minutes - the prevention, at what, the third prevention - disqualification �. (technical time do not join cases of a trauma in a kind of infringement corrected the opponent or medical examination after knockdown, under the order of the referee).
   18. Conducting fictitious or passive fight.
   19. the Tightening of breaks in a duel or autocratic leaving from a carpet.
   20. the Output or crawl for a carpet (at 2 meter safety zone the output for a carpet is set off by two legs, at a meter safety zone - one leg).
   21. Infringement of equipment (including forms of clothes of the second).
   22. Not sports behavior of the participant (the second, the representative, a member of a team); threats, spittles, not acceptable abuse, conducting conversations during fight (except for the application for refusal of continuation of a duel, about a trauma or about the disorder in equipment), demonstration not respect, not submission or altercation with judges.
   23. In a case of refusal of a duel in a semifinal and final part of competitions, without the conclusion of the doctor, the refused sportsman loses prize-winning places and is disqualified for two years, with deprivation of a sports rank.
       If refusal of a duel has happened between clubmates, members of one team, or pupils of one trainer both are disqualified and lose prize-winning places of the sportsman, and the given team leaves command offset (loses a command place).
7. Knockout and knockdown:
   1. Position “knockout” is set off, if the sportsman from the received impact, falling, collisions, etc. is shaken and is in a condition which is not allowing it, in opinion of the referee, to continue a duel, at account � 9 �.
   2. Position �knockdown� is set off, if the sportsman as a result of impact, falling of collision, etc. is shaken and is in a condition of time loss of ability to continue a duel and up to account � 8 � accepts a fighting rack (protects hands a head).
   3. If the referee considers, that the sportsman is shaken by impact, a throw, collision or has stopped resistance at suffocation or exact it immediately opens the account, duplicating it ��� hands.
   4. After readout of a knockout or knockdawn the referee is obliged to send the victim to the doctor for survey.
   5. If, at absence of infringements of rules, both cannot continue the sportsman a duel (damage or a knockout), the winner is defined on glasses, which sportsmen have received up to a stop of a duel (chapter 10.6.-10.7.)
8. Clean victory:
   1. knockout (after the account of the referee �9� participant not in a condition to continue a duel).
   2. two knockdown for young men and juniors also three for adults.
   3. delivery or refusal of the contender, its representative or the second from continuation of a duel.
   4. a clear advantage:
      • If the sportsman repeatedly effectively attacks the opponent, not meeting resistance.
      • if the opponent during a duel turns away or closes eyes.
      • at technical impreparation of the opponent.
9. The order of charge of points:
   The counter exchange of impacts is not estimated!
   1. Three points:
      • for �������;
   2. Two points:
      • for everyone it is precise and peak impact which has free reached a head by a hand or a leg;
      • for carrying out of a throw or a push with falling the opponent on a back or shoulders with breakaway both legs.
   3. One points:
      • for everyone it is precise, peak impact which has free reached a trunk by a hand, a leg, a knee;
      • for carrying out of cutting (a lateral kick in the bottom part of a shin) entailed falling of the opponent;
      • for any effective knocking down of the opponent from legs (push).
   4. at the equal account after basic time of a duel the main judge adds minute for definition of the winner on the first technical action, or on penal points. If during additional time of technical actions or infringements of rules was not, the victory is defined{determined} on item - 10.7.
   5. If during basic time of a duel the account has remained 0-0, both of the sportsman are disqualified.
   6. If one of opponents, in a kind of a trauma without infringement of rules, is removed from a duel by the doctor - the victory is awarded to another.
10. The order of award of penal points:
    1. For application of various infringements of rules one general estimation is given.
    2. For not significant infringements corrected the referee can do to the sportsman of the remark, without restriction of quantity and without entering in the report.
    3. For rough or not unitary infringements corrected the referee has the right to bear to the sportsman the prevention with entering in the report and award of 2 points to the opponent, no more than 3 times during a duel, and, the third prevention means disqualification.
    4. The referee can apply extraordinary penal sanctions with entering in the report if the sportsman does not react to its remarks.
    5. If, owing to infringement of rules, the sportsman has put to the opponent a trauma, the referee can simultaneously bear 2 preventions with award to the victim of 4 points. Penal time to the victim, in this case, is not set off. When, in this case, the victim, under the decision of the doctor, cannot continue a duel guilty of infringement of rules is disqualified.
    6. If the victim at the moment of a trauma had advantage on points the victory and if the victim lost to it is awarded to it, the same is awarded defeat.
    7. In case of equality of points advantage have 3 ball, behind that 2 ball estimations (only technical points in this case are considered), and in case of their equality - the first technical action.
    8. The sportsman can be punished by penal points or is disqualified for not sports behaviour of the second, the representative and a member of team.
11. The application of protests.
    1. The estimations which have been born by judges during a duel, will not be appealed against and not discussed.
    2. (written, reasonable not the consent with result of a duel, in consequence of infringement of rules by a judicial brigade) the representative of a team in case the specified infringement has affected result of a duel can bring the Protest only.
    3. The representative is obliged to warn the main judge about the protest at once upon termination of a duel, up to the announcement of result! In this case the announcement of challenged result of a duel is postponed for the period of two following duels.
    4. On the written protest are applied 30 $ for competitions not above national, 50 $ for international and 100 $ for the world championships which do not come back to the representative at any decision of judges, and act in the order of the spending organization.
    5. The protest is considered by the three of judges judged a duel, at participation of the senior carpet, the secretary, main judges and the representative, with analysis of the report then the result of a challenged duel appears.
    6. Oral protests, video of record, opinion of sportsmen, spectators, etc. and as protests after the announcement of result of a duel in attention are not accepted.

Section 4. The Judiciary colleague.

1. Structure of a judiciary colleague.
   1. Into a judiciary colleague enter: the main judge, assistants to the main thing of the judge, heads of a carpet, the main secretary and its assistants, timekeepers, referee on a carpet, the doctor, the commandant, judges at a board.
   2. Judges on carpet should have the form: black trousers, a white shirt with a long sleeve, soft sports footwear, red and dark blue oversleeves from a wrist up to an elbow (red on the right hand).
   3. On a shirt of judges, on the left party of a breast, trade mark IF FCF should be placed.
   4. Judges are obliged to pass a seminar spent by the main thing referee.
2. The main judge of competitions.
   1. The main judge is appointed the organization authorizing competitions and completely supervises over all course of competitions according to the present rules and position.
   2. The main judge personally checks readiness of premises, the equipment, stock, the documentation for carrying out of competitions, appoints, changes and discharges the assistants, the senior carpets, judges, credentials committee, approves results loterry and the schedule of competitions.
   3. The main judge instructs (seminar) for judges, representatives and participants, spends sessions of a judiciary board, in special cases bears decisions under protests of representatives.
   4. The main judge of competitions, in case of need, can suspend or transfer competitions, change the rules, etc.
3. The assistant of the main judge.
   1. Assistants to the main thing of the judge are appointed the main thing referree, carry out its assignments and in case of need replace the main judge.
   2. The senior of a carpet, supervises over work of a judicial brigade and sounds estimations of referee.
   3. The senior judge on a carpet, in disputable cases, can not sound an estimation of the referee and involve the technical secretary, as the third judge, for specification of the given estimation. After that the senior judge of a carpet sounds disputable result.
4. The main secretary and its assistants.
   1. The main secretary is responsible for preparation and registration of the documentation of competitions, supervises over work of secretary.
   2. The assistant to the main secretary carries out assignments of the main secretary and in case of need replaces the main secretary.
5. The referee.
   1. The main task of the referee is preservation of health of sportsmen!
   2. The referee on a carpet supervises over a course of a duel, gives an estimation to actions of sportsmen and watches execution of rules of competitions by them.
   3. The referee checks equipment of sportsmen (unit of a belt, a glove and shield hands, a bowl a knee).
   4. Allows a command to begin a duel “fight” and to stop “stop”.
   5. �he �eferee moves on a carpet in such a manner that the duel would be well visible to a three of judges and the senior of a carpet.
   6. Opens the account if considers, that one of opponents has received knockdown or a knockout, or has stopped resistance
   7. Stops fight; in case of dangerous infringement of rules, on a command of the senior carpet, on a sign lateral judges, under the request of the fighter or the representative (second), after time of a duel.
   8. At not effective actions of sportsmen (captures, exact, etc.), leading a tightening of time, stops a duel and returns opponents in a rack.
   9. If the sportsman breaks rules without causing a trauma to the opponent - the referee does not stop a duel before the termination of attack. At struggle in an orchestra it can detain hands or legs to the one who breaks rules. Punishment for these infringements of the referee bears{takes out} upon termination of the given episode and returning of sportsmen in a rack. If infringement is dangerous, and it not probably to stop during a duel - the referee stops a duel then guilty it is punished.
   10. For not significant infringements, the referee the remark to the sportsman, showing gestures can do character of infringement.
   11. At rough infringements corrected the referee has the right to declare to the sportsman the prevention, and in case of a trauma - 2 preventions.
   12. At the announcement of result of a duel, the referee lifts a hand of the winner.
6. The judge the timekeeper.
   1. The judge the timekeeper is behind a table of the senior carpet and conducts readout of pure time of a duel and separately technical time of each fighter.
   2. Into technical time enters: delay on a duel, breaks for service by the doctor (except for cases of a trauma in a kind of infringement corrected the opponent and medical examination after knockdown, under the order of the referee), breaks because of infringement of equipment.
   3. The Timekeeper informs the senior of a carpet the count of technical time: has passed 30s., 1�., 1�.30s., 2�., 2�.30s., 3�.
   4. In absence of an electronic board the timekeeper informs the senior of a carpet: up to the end of a duel there were 30 seconds, there were 15 seconds.
   5. To dump time for stop watches and an electronic board it is authorized only after the announcement of result of a duel and record of time in the report.
7. The technical secretary.
   1. The problem of the technical secretary - the nobility and to fix the current account of fight.
   2. In case of need (in difficult situations), the technical secretary can be involved in discussion of the estimations taken out on a carpet.
   3. The technical secretary registers in the report all declared by the head of a carpet of an estimation of technical actions and infringements of rules, final result, and at the preschedule termination or during additional time - pure time of a duel.
   4. In the column of the judge, the surname of the referee of the given duel enter the name.
   5. It is forbidden to do in the report what or extraneous marks or records.
   6. For registration of estimations the technical secretary uses symbols in the corresponding column of the report: Technical point - 1, 2, 3. the prevention for infringement of rules - item 2 points for the prevention, infringement corrected the opponent � 2 p
   7. Points enter the name through a comma in two of some.
   8. In the column � the first technical action �, in the middle, enters the name the first estimation of one of sportsmen, for technical actions (not for preventions).
   9. Remarks in the report are not brought.
   10. The prevention is entered in the minutes as follows. In the column � infringement of rules � enters the name �p�, and at the opponent in the column “points” is written �2� (only six preventions with 2 points, the sixth prevention is disqualification).
   11. The clear advantage is designated: �YAP� (enters the name in the column “points”).
   12. Painful reception is designated: �BP� (enters the name in the column “points”).
   13. Suffocating reception is designated: �UP� (enters the name in the column “points”).
   14. The clean victory is designated: “state of emergency” (enters the name in the column “score”).
   15. In case the sportsman has put to the opponent 2 knockdown (for young men and juniors) or 3 knockdown (for adults), in the report, in the column “points”, is written - � a technical knockout �, �TN�, and in the column “score” is written - “state of emergency”.
   16. In case of “state of emergency” in the column “score” - balls are not written.
   17. In case of disqualification of the sportsman, in its column “points” “disqualification” is written, and the surname of the opponent is led round.
   18. In case of removal of the sportsman by the doctor, in its column “points” it is written � it is removed by the doctor �, and the surname of the opponent is led round.
   19. If one sportsman has not left on a duel, in its column “points” “absence” is written, and the victory is awarded to the opponent and its surname is led round.
   20. If the contender, its representative or the second during a duel refuse continuation of fight, in its column “points” “refusal”, and at the contender in the column “score” - “state of emergency” is written.
   21. During a duel the secretary should verify indications of a board with the report. Thus, records in the report are defining!
   22. If indications of a board do not coincide with the report, the secretary should inform the senior carpet and give a command to judges at a board to change the hung out estimations.
   23. In case of the termination of a duel during basic time, time in the report does not enter the name.
   24. At the termination of a duel ahead of schedule or during additional time (before the first technical action) - time enters the name: 2m.45s., 1m.27s.
   25. After the announcement of result of a duel the technical secretary leads round a surname of the winner in the report
8. Judges at a board.
   1. Judges at a board, after scoring estimations (points), the senior referee a carpet, hang out corresponding quantity of signs on that sector of a board which corresponds to color of a belt of the specified sportsman.
   2. To remove estimations from a board it is authorized only after the announcement of result of a duel.
9. The doctor of competitions.
   1. The doctor of competitions is the assistant to the main thing of the judge.
   2. Watches observance of sanitary norms in places of carrying out of competitions.
   3. In case of need is present on credentials committee, confirms the admission of participants to competitions, in doubtful cases certifies age of sportsmen.
   4. Renders medical aid to sportsmen, draws the conclusion about an opportunity or not opportunities of continuation of a duel the sportsman.
10. The commandant of competitions.
    1. The commandant is responsible for duly preparation of places of carrying out of competitions, decorating of premises, safe accommodation of spectators and participants, radiofication, maintenance of the order and other questions coordinated with organizers and the main thing referee.

Section 5. The equipment of places of competitions.

1. Places of competitions
   1. Competitions on FCF are spent on one, a standard wrestling mat or tatami with a working zone 8 on 8 meters and 2 meter or meter (soft) safety zone around, excluding casual reception of traumas at falling.
   2. On convenient and safe distance from a carpet tables for judges and the doctor, a board, benches for rest of judicial brigades, etc. are established
   3. The carpet is protected from spectators in such a manner that the last could not stir to carrying out of duels.
2. Board.
   1. The board is 2 boards, meter on meter, red and dark blue color on which are hung out visible from the tribunes, contrastly painted mugs (25 pieces on everyone). Use of an electronic board is supposed.

Section 6. Terms and gestures of judges.

1. Referee on a course of a duel show estimations a hand with an oversleeve, corresponding I blossom belts of the sportsman.
2. �To sportsmen to approach � - the dissolved hands are reduced together by palms inside.
3. �On places � - hands in the parties palms downwards.
4. “Attention” - the hand is extended upwards by a palm forward.
5. “Fight” - the hand downwards with step is extended by an edge of a palm forward.
6. �One point � - the hand is extended aside downwards under 45 degrees by a palm forward.
7. �Two points � - the hand is extended aside upwards under 45 degrees by a palm forward.
8. �Three points � - for knockdown.
9. �Without an estimation � - hands get divorced in the parties palms back.
10. “Remark” - the hand from the infringer is bent in an elbow with the index finger extended upwards, with the subsequent display of infringement, without entering in the report.
11. “Prevention” - because of a head the hand is straightened aside the infringer with the extended index finger, with the subsequent display of infringement and award of two points to the opponent.
12. “Disqualification” - from a breast the hand is straightened aside the infringer with the extended index finger.
13. �Infringement of rules �: to show, what infringement is admitted, and to show an estimation.
14. �Passive or fictitious conducting fight � - rotation before itself the compressed fists.
15. �The exchange of impacts � - the compressed fists are pressed to each other.
16. �Technical time � - direct palms are combined by the letter �һ.
17. �The sportsman, approach � - the hand is bent in an elbow by a palm to itself.
18. “Stop” - hands between opponents palms outside of (the referee can enter into a zone between opponents and with force to plant them or to stop a clap on a body of sportsmen in an orchestra).
19. “Knockout” - hands crossed above a head, get divorced in the parties.
20. Technical actions should be estimated during a duel, the gestures estimating technical actions, 1-2 seconds should be kept and are well visible behind a judicial table, thus referee should moving to continue to observe of a duel.
21. The estimation penal points for use of technical time is declared by the senior judge of a carpet according to the timekeeper.
